I finally got the last bolt out of the quadrant gear. Used a titanium drill bit set and just hollowed out the top non-threaded section. I lowered the drive and low and behold the prop isn't spinning in neutral anymore. Well, a slight movement on occassion but nothing like it was when the drive was raised.
