Very common, mine was sporatic for a while too....There really is not that
much to the system once you dig in...the good news is that if it is moving
sprotically, my guess would be that the worm gear, hammer coupling, tilt
clutch, etc.etc are OK ,beyond that, there are only a few simple electrical
things that it can be.

You already touched on the first suspect, weak battery. Make sure your
battery is strong.

Next thing of course would be, make sure all the conections are tight and
clean. Don't forget to look at the ground lugs, solenoid connections and
make sure the connections on your strong battery are clean and tight.

If you are getting a clicking out of the solenoids I would tend not to
suspect them but if you have a meter and a buddy they are pretty easy to
check.

OK so if you have a strong battery, all your connections are good and
clean, and the solenoids are working. There is only one more thing, the
tilt motor itself. as I recall it is all pretty simple 12 volts on the
green wire and the motor spins one direction 12 volts on the blue and the
motor spins the other direction. If yours is acting up try giving it a bump
in the opposite direction, then back the direction you want to go, maybe it
will unstick it? If that doesn't work, I always reccommend you have a
rachet and socket on hand to take off the quadrant gear (9/16 if I recall
correctly). If all else fails you can take off that quadrant gear and move
the outdrive by hand, then bolt the gear back on when you have the drive
where you want it....Why let something like a tilt ruin your day?

I have heard of some folks rebuilding the tilt motors themselves, you CAN
find them on line....I replaced the motor on mine and it was a pain to do
because of the tight quarters but if I can do it so can you!

Good luck!
