Hi all: In my experience the best thing to take organic gunk off - the gunk that accumulates at the waterline and below from sitting in the water - is hydrochloric acid. I mean a small amount of muriatic acid (home depot) added to a large amount of water and scrubbed on. In diluted form it won't hurt the factory paint on outdrives, but sure gets that green stuff off.
