Micah: Its been about 20 years, but I had to replace one of the solenoids
for the same condition. Even way back then I couldn't get the exact part
and had to settle for a substitute and modified mounting scheme. Of course
the internet didn't exist back then so I was restricted to searching my
local OMC dealers. To confirm the fix, I suggest you try swapping the
solenoids and comfirm that the "won't go up" problem becomes a "won't go
down" problem. If needed, I can check the replacement part on my boat to
see if there is a manufacturer/part # on it for you. Good luck.
