Yes, talking about the two screws at the bottom of the carb.  The don't control overall idle RPMs per se, the control the flow of fuel which can affect RPMs but is not the same as the screw on the linkage cam lobe.

If you have it set too lean (IN) then it will be have as though it's starving for fuel (at idle or higher speeds).  Out to far and it will run rich.  Gotta find the best setting by sound.  When it starts running smooth the RPM's will increase but can be turned down then with the linkage idle screw....if that makes sense.

It's not my first carb rebuild by FAR. I've done more motorcycle carbs than I can count. Just not many for cars or I/O boats. (Plenty on outboards though.) I'm still confused by what you guys are referring to as the idle adjustment screws. I think those are the mixture screws. And I realize I need to count how many turns out they are set. But that still leaves me with the actual idle adjustment screw and where to set it. Because it seems like if I set it too tight, it restricts the top butterfly from moving smoothly. I have such a hard time explaining this stuff. I wish one of you jokers lived local to me. Someone move to Pittsburgh already!

found the problem. Or, problems, rather. First, the float is full of
gas. I found 3 tiny cracks in it. I have a hard time believing it
happened all at once, so I figure it's been slowly filling with gas a
bit at a time. Also found the rubber gasket on the accelerator pump

it. If that makes sense. Anyhow, would anyone be willing to scan me
the pages that pertain to carb set-up and default setting from the
manual? I'd be happy to pay a few bucks for your trouble. Normally,
I'd just figure it out myself, but we have plans to use the boat
Saturday and that hinges on me being able to get it back together
tomorrow afternoon. Anyone want to take pity on me and help me with my
Johnson? (That doesn't sound good...)

PS, my auto mechanic friend might have a service manual for the 67
Buicks. Would the carb section from the car manual be of any help?
