Awsome info, I think it covers all of the bases. I had to do a bit of research and troubleshooting of my own when I had the issue, super nice of you to compile it all in one spot and can attest that all you say in here is true, although in my case the tilt works without the key in the acc position (i'm sure that is some aftermarket wiring though)...
I spent a couple of minutes to whip up a little drawing for the electrics, took a little liberty to simplify from the OMC wiring diagram but hope it might help illustrate the basic circuits you are describing, check it out and feel free to use it if you like.
