Also, if the boat has been sitting for a long time it could be dirty or high-resistance electrical connections on the high current side of the relays. ( Assume you are starting out with a fully-charged battery and clean terminals?) The tilt up-down relays also can go bad, but that's about the last item on your list of things to check. The relays (mounted on top of the intermediate housing near the transom inside the boat) are interchangeable. For troubleshooting, or in a emergency, they can be swapped. Sounds like they are both behaving the same, so the problem is most likely elsewhere, as in the tilt motor or hammer-blow clutch pack.

Sounds like either the motor itself doesn't work anymore, or the worm and clutch gear is rusted up. I would pull the snap ring on the end of the wormgear (left side outside the boat on the stern drive) and let the plug out. Make sure you've got a container to catch whatever fluids come out, should be oil and probably some water. Also, pull the cover plate on the housing and inspect the gear assembly. If this is rusted this is what would hold you up, unless the tilt motor itself has checked out. When you pull out those tilt gears, you should be able to push the stern drive down manually. I remember both my tilt motor was weak and the gear assembly needed a lube job.

On another note, if anyone needs a new Buick 225 water pump, I have one. It's an auto one, but you can cap off the heater line port. $40 should be enough for it.
