Paul,

I presume your are referring to the "main" IGNITION circuit fuse on your
'66?

Basically trace out with an ohm-meter, and/or trouble-light or volt
meter the main ignition circuit from front-helm (key and fuse panel) to
stern-engine bay. Use this schematic as a guide:
http://hhscott.com/evinrude/images/wiring/68_v6_ALL_WIRE.jpg

Don't forget that IGNITION fuse handles a lot of stuff: Fuel, temp and
oil pressure senders, as well as ballast resistor, ign coil, the
starter/alternator cicuits, and shift-coil circuits.

Question: What size fuse are you using when it blows? I can't remember
what the original owners manual calls for, most likely a 20-amp?

Sounds like you have a short somewhere. I would look at the wiring
harness - It may need rewiring if the wires are brittle and losing
insulation.
Hopefully it is not in the wiring in the sterndrive. Look at the easy
stuff first like a loose connection. Good luck. TK
